Besides the 5 percent
Slave Tax on
all of the proceeds derived from the land and its natural resources, the
ancestors of Africa will not allow the tribes of sub-Saharan Africa to
constructively disinherit and rob those of the African Diaspora who they
sold into slavery to rob them of their
Birth Rights, The African Race now demands
that an additional 30 per cent of the remaining 95 per cent of all of
the proceeds derived from the land in sub-Saharan Africa and its natural
resources belong to Africans in the Diaspora. Let it go forth at
this time, the first decade of the 21st century, that all of the Birth
Rights of the Africans in the Diaspora are restored by the African Race
and that Africans in the Diaspora are entitled to their full
inheritance, the precise share of all of the land, proceeds derived from
land and the proceeds derived from the sale of any of sub-Saharan
Africa’s natural resources will be determined by the Diaspora’s actual
proportion of the total population of the African Race. There must be a
reconciliation with Africans on the continent and African in the
Diaspora must that all of the proceeds,
five percent reparation and thirty percent
inheritance (or whatever percent of
the proceeds that corresponds with the Diaspora’s
actual percent of the African Race’s total population, will be use to
save the African Race from destroying its self.
Aside: (Now, this
scenario reminds one of Joseph, eldest son of Jacob and Rachel was sold
into slavery by his brethren; purchased by Potipher; raised in Pharaoh’s
court; rescued his brethren from famine leading to family
reconciliation, is indeed recognized by many as a Devine destiny) All of
the proceeds derived from reparation and all of the proceeds derived
from the sale of all of the natural resources of sub-Saharan Africa,
must be deposited in The Developmental Bank of Africa, (to be
established). The Developmental Bank of Africa must establish at least
one branch in each of the 48 sub-Saharan African countries. Each branch
must offer the locals the opportunity to acquire bank franchises. All of
the proceeds from reparation and inheritance are to be used to employ
local people to work on public projects, guarantee repayment of loans
that are made to locals and finance the development of sub-Saharan
Africa’s infrastructure, especially the development of hydro-electric
dams on the Congo and Zambezi Rivers. The African Race must grant our
African Diaspora complete sovereignty over sufficient land in Gabon for
a rendezvousing place and the destination of the spirits of the
ancestors of Africa’s annual pilgrimages and nostalgic homecoming
reunion of the spirits of the ancestors of Africa. There must also be
enough land for the development of other projects to be determined
exclusively by the descendants of slaves who comprise Africa’s Diaspora.
Not one cent can be used to buy armament or to
service foreign debt.
8. First of all else,
all of the Africans on the continent must share the remaining 65 percent of the proceeds derived from
commercial users of sub-Saharan Africa’s land and proceeds from the sale
of sub-Saharan Africa’s natural resources to
provide
special care for sub-Saharan Africa's orphans,
because your first responsibility is to
take special care of its orphans.
The African Race must keep its orphans’ minds clear, lucid and
uncontaminated by myths, both foreign and domestic. The African Race
must keep cuckoo proselytizers and
their black collaborators at bay. The African Race must do everything
possible to prevent Africa's orphans’ from becoming tribalized or proselytized before
the age of responsibility, about sixteen years old.
9. The African Race demands that a significant amount of the Africans on
the continent's proceeds derived from commercial
leases and the sale of sub-Saharan Africa's natural resources must be
used to
establish a modern, world class educational system throughout
sub-Saharan Africa. The African Race must consider a free high quality education a
human right extended, not only to sub-Saharan Africa's orphans, but to
all of our
children. Now, don’t forget that the integrated circuit and
microprocessor are mankind’s greatest inventions and the Internet is
man’s greatest achievement. They allow modern educators to
scrap the old pedantic style of education and institute a modern
Internet Based educational system,
restricted on ‘need to memorize' ‘need to know’ curriculum and
teach the students the art of collecting and using information from the
Internet. Educators must allocate enough time to find the point where a
child’s aptitude and passion meet. In mathematics, teach the students to
become experts in the use of the electronic calculator, along with all
of math’s definitions, axioms and theorems, but don’t overwhelm the
students with excessively precise information, just enough insight to
prove and understand for problem solving. Educators must
develop virtual reality educational programs to use in
conjunction with the electronic calculator and information gathered from
the Internet to train each student in a vocation, because it is
absolutely essential that each student in well trained in a trade (even
if by virtual reality if necessary) before graduating from high school.
College bound students should be encouraged to select vocational
training that are basic to their college curriculums, like paramedical,
lab and x-ray techs for medical related careers; paralegal for legal
careers, drafting and mechanical drawings and building trades for
architectural and structural design careers; electrician for electrical
and related engineering; and plumber for civil engineering, etc.
Educators should encourage each student to develop the “power to guess
the unseen from the seen” and catch a glimpse of the future.
10. Electrification
of every section of sub-Saharan Africa made possible by constructing
hydroelectric dams at Victoria Falls on the Zambezi and Inga on the
Congo complemented by a series of natural gas powered generators of
electricity along the shore of the Gulf of Guinea. Remember that
aluminum is the most abundant metal on earth and is a major component
of our
African Geodesic Dome Homes, and necessary
for levitation of vehicles, trains and space launching, whose production
requires vast amounts of electricity. The African Race must divert large
volumes of
water from the Obangi and
combined with borrowed pumped water from the Nubian aquifer to
revitalize Lake Chad,
‘The Dead Heart o Africa’
and to return
borrowed water to the Nubian aquifer will also require vast amounts of
electrical energy. During times of plenty, Africans must pump the
borrowed water back into the Nubian aquifer, one of Africa’ most
important assets.
11. The African Race must construct a modern
infrastructure
throughout sub-Saharan Africa which includes a modern highway system and
a modern rail system around most of the perimeter of sub-Saharan Africa,
horizontally across sub-Saharan Africa from Village a' Port Gentil to
Kismaayo and a modern highway and a modern rail system that bisect
sub-Saharan Africa sagittally from Port Elizabeth to Khartoum. There
should be an avant-grade fiber optic communication system, with special
emphasis on the broadband Internet beneath the highway and rail systems
along with electrical grids that distribute electricity throughout
sub-Saharan Africa and supply electromagnetic
energy for the levitation of road and rail vehicles.
It has been said that
there are “no truths, only perceptions.” Errors in perception result in
‘virtual reality’ based on the inability of the senses to determine
reality at that time and place. Ancient people relied on their naked
sensory preceptors to determine the truth, and without the aid of the
telescope, microscope, the scientific method, other sensitive
instruments and without retrospection, their truths of ‘reality’ in
their time and place were only ‘virtual reality’ and are at variance
with and incompatible with modernity’s truth in too many ways to
enumerate. Many of the ancient people’s truths are only obsessive ‘make
beliefs’ based on superstition and anecdotal evidence. Some of their
ancients truths are relics of the past which cause and sustain most of
the present day violence in wars, civil unrest and miseries of today and
should be thrown on the ‘junk heap’ of time. One of ancients people’s
truth is that you were created by their Deity. You were not
spontaneously generated or created by anyone or anything, real or
imaginary. Your DNA, the architect of your somatic existence, extracts
elements from unbroken chains of DNA which is donated by all of your
ancestors. You see, you are the personification of your ancestors’ DNAs
and your life is the spiritual donation of your ancestors.
(Indeed you are your own ancestors.) You
are endowed with a well-defined intuitive sense of
fairness, the noblest and most distinguishing characteristic of
mankind. In the mostly rural based
societies of the ‘olden days’ close relationships among neighbours were
common and desirable. The community shared responsibility for raising
children and each family was intimately involved with neighbouring
families, but in modern day’s urban based societies, you don’t even know
your neighours and too many of them, would like nothing better than for
you to mind your own business. (What a shame, but that is the way it is
today.) You must imagine that the African Race is aboard a giant rocket propelled
space ship and the achievements of each historical era functions like a
booster rocket whose cultural and scientific contributions propels the
African Race’s space ship faster and higher, but when the booster rocket
has contributed everything that it had to offer, it has burnt-out, and
becomes a drag and it’s time to be jettisoned. Archaic customs like
tribalism, proselytization and many other outmoded traditions and
perceptions have burned out, and have become not only drags, but foment
wars and other destructive behavior, take up space and waste resource
unnecessarily in modern-day societies and should be jettisoned. Example:
The African Race’s love affair with the bones of the dead has become a
drag and should be jettisoned. From now on your dead should be cremated
and land taken-up by cemeteries should be dug-up and put in use for the
benefit of the living.
You don’t have to love (or fake love) for your neighbor, your enemy or
love anyone else, but you must activate your quiescent innate sense of
fairness in all of your thoughts and all of your actions when dealing
with everyone, including strangers.
The African Race must set aside and designate Ogooue-Maritime Province and all of the
adjacent territory west of a line drawn south from coordinates 0” 22’ S,
9”18’ E on the Gulf of Guinea down past Village a’ Port-Gentil to
coordinates 2”00’ S, 9”18’ E on the Atlantic Ocean, as a proper Memorial
that is dedicated to million and millions of the betrayed African
captives who were robbed of their Birth Rights and ‘sold down the river’
(like the great Ogooue River) into slavery. This territory must be the
Rendezvous place for Nostalgic Homecomings
of the African Diaspora, a place for the Reunion
of all of the spirits of the ancestors of Africa, a place for the
Reconciliation of all of the spirits of the
ancestors of Africa, a place for the Capital
of all of the spirits of the ancestors of Africa. This must also be the
place for the worlds greatest University and Research Centers. Since the
African Diaspora is the embodiment of the spirits of the ancestors of
Africa who were ‘sold down the river’ and robbed of their Birth Right,
it is its right to have joint sovereignty and responsibility in the
development and management of this Memorial. The spirits of all Africans
(Africans in the Diaspora and Africans on the continent) have a duty to
periodically gather all over the Cape Lopez Peninsula and designated
adjacent territory in memory of all the ancestors of Africa and do the
High Life in a celebration of life itself.
It is both fitting and proper that our ancestors of Africa’s’ message
goes forth with a postscript in the words of Richard Wright, “The
wretched, humiliated, despised, insulted, oppressed of the human race
left their calling cards on the table of history, announcing their
entrance on the international scene.”

Africans who believe in the power of the ancestors of Africa. (In our
conversation, an African is anyone who has a grandparent who is native
to sub-Saharan Africa and we consider the terms Pan-African and African
as synonymous terms, however we often prefer to use the term Pan-African
when we want to emphasize, or remind ourselves and others, that the
